Progressive has a radius of operation restriction of 500 miles for Primary Liability. This limitation helps us provide superior owner operator insurance products and services for regional and local truck drivers. Keep in mind that we calculate our radius of operations as the crow flies instead of in road miles, so 500 miles can actually cover a fairly large area. However, Physical Damage trucking insurance coverage does not have a radius restriction. If you operate as a long-haul Motor Carrier, Progressive may not be able to provide your Primary Liability coverage. We might be able to provide your Physical Damage – and you might be able to save some money.
For Owner Operators that are under Permanent Lease, there are no radius restrictions for Non-Trucking liability.

What Are Commercial Truck Filings?

Commercial truck filings are proof that you have enough Liability insurance to meet minimum Federal and state requirements.
The Federal and state governments have their own separate commercial truck filing requirements which can be confusing.
For example:
  • The Federal Motor Carrier Safety Act requires some businesses to file a special certificate with the U.S. Department of Transportation if they conduct business across state lines. This certificate serves as proof that a federal financial responsibility endorsement, such as the MSC 90, has been added to an insurance policy.
  • A Form E Filing, which is a state filing, certifies that your Liability coverage complies with your business' home state requirements. Another state filing, Form H, proves that you have adequate Cargo Liability insurance in that state.

Federal Filings

We offer federal filings for trucking businesses that engage in:
  • Interstate trucking
  • Hauling hazardous cargo (placard)*
  • For-hire trucking (common, contract)
  • For-hire passenger transportation*
As an example, you are required to have a federal filing if you are a motor carrier doing long haul trucking, regional trucking or if you are specialist. For-hire truckers hauling nonexempt commodities across the state line must also carry a federal filing. The filings required for these types of businesses are the BMC-34 filing and the BMC-32 form.
Federal filings are not required for businesses that never cross the state line or engage intrastate trucking.

State Filings

If you haul exempt commodities you are required to submit a state filing unless you are in one of the following states:

The following are considered unregulated trucking sectors that do not require a federal or state registration.
  • Private carriers hauling their own goods, such as manufacturers, farming and retail operations
  • Owner operators hauling under someone else's authority, such as a truck owner leased on to a motor carrier

Other Filings and Certificates of Insurance (COI)

Other reasons besides trucking authority might require a business to submit proof of insurance. For example, drivers with probationary licenses or owners of oversized vehicles may need a non-trucking filing or a certificate of insurance (COI).

Non-Trucking Liability Insurance

When you’re under permanent lease to a motor carrier and you’re not driving under dispatch, Non-Trucking Liability insurance provides the truck insurance coverage you need at an unlimited radius.
Non-Trucking Liability insurance can pay for medical and associated expenses for injuries or even death that you cause to other people or for any damage caused to other peoples' property.

Full Protection With Physical Damage

Typically, a motor carrier will provide primary Liability insurance coverage for owner-operators but does not provide Physical Damage coverage. This means you need to purchase Physical Damage coverage for your truck insurance on your own. Physical Damage coverage protects you whether or not you’re under dispatch in the event of a total loss or if your truck is damaged by a collision or overturn, theft or natural disaster. With Non-Trucking Liability and Physical Damage coverage for your truck, you can be sure you’re fully protected.

Bobtail Insurance or Non-Trucking Liability Insurance

Non-Trucking Liability insurance is sometimes called Bobtail insurance. However, Bobtail insurance may not be the same thing as Non-Trucking Liability insurance. Bobtail insurance typically protects a tractor when it's being operated without a trailer, regardless of whether or not it's under dispatch. Non-Trucking Liability protects the tractor when it's being operated off dispatch, regardless of whether or not it's pulling a trailer.

Non-Trucking Liability Insurance Example

You are off dispatch and driving your truck for personal reasons when you sideswipe the car in the lane next to you.
No one is seriously injured, but the side of the car is scraped and the driver has a large bump on her forehead from where she banged it on the window.
Your regular Liability insurance won't cover this accident since you were off duty when it happened. Your Non-Trucking Liability insurance, however, will protect you.
If you chose limits of $500,000/$1,000,000/$200,000, your Non-Trucking Liability would pay for:
  • The other driver's medical bills to have the lump on her head checked out, up to $500,000.
  • The repairs to the other car, up to $200,000.
Since none of the expenses incurred in this accident exceed your limits, your truck insurance would cover the all of these costs.

Non-Trucking Liability Insurance Exceptions and Restrictions

Non-Trucking Liability insurance coverage does not apply when you are pulling a loaded trailer, operating on behalf of a trucking company, or using a vehicle for any revenue generating purpose. These types of activities are covered by primary Liability insurance. If a motor carrier is providing your primary Liability insurance, this coverage will not apply when you are not under dispatch and you'll need Non-Trucking Liability coverage. Non-Trucking Liability insurance can only be purchased if Physical Damage insurance is selected.
Non-Trucking Liability insurance is not available on policies with an FHWA (federal/ICC), MCS-90, SR-22 or state filing, for businesses whose primary function is to haul garbage or trash, and for certain vehicle types. Other Non-Trucking Liability insurance restrictions may apply.

Physical Damage Coverage

Physical Damage is a general term for a group of insurance coverages that protect your vehicle. This general term includes Collision insurance, as well as your choice of full Comprehensive insurance or the more limited Fire and Theft with Combined Additional Coverage (CAC) insurance.
Collision insurance provides protection for your vehicle if it is damaged in an accident. Collision insurance pays to repair or replace your vehicle if it:
  • Collides with another object
  • Overturns or rolls
Comprehensive insurance provides protection for your vehicle if it is damaged by something other than a collision with a vehicle or object, or if your vehicle is stolen.
Fire and Theft with CAC provides similar protection to that of Comprehensive insurance, except its coverage is limited to certain specific, non-collision incidents. Fire and Theft with CAC does not cover windshield claims.

Who Needs Physical Damage Coverage?

If you have a loan on your vehicle, or if you want to fully protect your vehicle, you should choose Physical Damage insurance.
  • Collision insurance will provide protection in case of a collision.
  • Comprehensive insurance will provide protection against almost everything except a collision with another vehicle or object.
  • Fire and Theft with CAC insurance is a limited form of Comprehensive insurance specially designed for specific heavy truck types.
If your vehicle is leased, you probably are required to have Physical Damage insurance. If your vehicle is fully paid for, Physical Damage coverage is optional.

Physical Damage Coverage Deductibles and Other Details

For Physical Damage insurance, you must choose a deductible. The deductible is the amount that you agree to pay out of pocket when you have a claim.
Choosing a higher deductible is an easy way to lower the price of your insurance. Be sure you choose a deductible that you can afford to pay out of pocket at any time.
When you select Physical Damage insurance, you also are required to submit a Stated Amount, which is your best estimate of the current value of your vehicle. The Stated Amount should take the age and condition of your vehicle into account, as well as any permanently attached equipment. You're driving down the street when you hit a patch of ice. You lose control of your vehicle and run into a telephone pole.
Your Collision insurance will pay for damage to your own vehicle because this was an accident in which you collided with another object.
If you selected a $500 deductible, you would pay the first $500 to have your vehicle repaired or replaced, depending on the extent of the damage, out of pocket. Your Collision insurance would then pay the rest of the repair or replacement costs, up to the Stated Amount that you submitted.

Example 2:

You leave your house one morning and realize that your van has been stolen.
Because the loss was due to an incident other than an accident, either Comprehensive insurance or Fire and Theft with CAC insurance would be used.
If you chose a $500 deductible, you would pay the first $500 out of pocket to replace your vehicle. Your Comprehensive insurance or Fire and Theft with CAC insurance would then pay the rest of the cost to replace your vehicle, up to the Stated Amount that you submitted.

Physical Damage insurance cannot be applied to non-owned trailers, such as those used as part of a Trailer Interchange Agreement. Insurance for these trailers can be purchased separately as part of Trailer Interchange insurance.

Motor Truck Cargo insurance (Cargo) provides insurance on the freight or commodity hauled by a For-hire trucker. It covers your liability for cargo that is lost or damaged due to causes such as fire, collision, or striking of a load. If your load is accidentally dumped on a roadway or waterway (Removal Expenses coverage), our coverage pays for the cost to remove debris or extract pollutants caused by the debris. We’ll also pay for costs related to preventing further loss to damaged cargo (Sue and Labor Coverage), legal expenses in the defense or settlement of Claims’ and even freight charges the customer loses because of not delivering a load (Earned Freight Coverage).

Exceptions and restrictions

Motor Truck Cargo insurance is only available for for-hire trucking risks on policies with one or more of the following body types: dump truck, tractor, most trailers, box trucks, cement mixers, cargo vans, dually pick-ups, flatbeds and car haulers.
Motor Truck Cargo insurance is not available on garbage trucks, limos, hearses, buses, passenger vans or ice cream trucks. The following cargo types are also excluded from coverage (other exclusions may apply):
  • Art, jewelry, money, or paper
  • Contraband, pharmaceuticals, tobacco, alcohol
  • Live animals
  • Property while in custody of any other carrier
  • Property or goods owned by the insured
  • Property not under Bill of Lading
  • Storage greater than 72 hours
  • Shipping containers
  • Explosive or radioactive material
